Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are delivered from multiple capitals. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Shortly after, Kyiv's missile defense thundered: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – probably imported technology. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from US administration sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, undoubtedly, persist.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to compel Moscow to abandon the land that it currently occupies in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but avoiding a total frontline collapse until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
